Request the Chinese Government take their illegal drilling rig out of Vietnamese territory
Petition by Minh Vu
Melbourne, Australia
According to UNCLOS 1982, in the exclusive economic zone (EEZ) which "shall not extend beyond 200 nautical miles from the baselines", a coastal State has sovereign rights for the purpose of exploring and exploiting, conserving and managing the natural resources, and managing other economic activities.
On May 2, 2014 The China National Offshore Oil Corporation (CNOOC) deployed a deep-water drilling rig (Haiyang Shiyou 981) at a location 80 miles inside the Vietnamese Exclusive Economic Zone (15°29’58’’ North latitude and 111°12’06’’ East longitude), and it began illegal operations on May 9, 2014 (according to Bloomberg).
This is a serious violation of Vietnam’s sovereignty. This situation was escalated when the Chinese government sent tens of their armed ships to protect the illegal oil rig and ordered these ships to aggressively and provocatively collide with the Vietnamese fisheries resources surveillance ships which were attempting to protect Vietnamese sovereign rights in her EEZ. This caused significant damage. This is an action in disregard of international law and a crime prejudicial to Vietnamese national sovereignty.
We Vietnamese love and appreciate peace more than any other country, as we have spent more than half of our history in fighting for national freedom and independence. We do not want war, and war would be a last resort to protect our independence and national sovereign integrity.
Therefore, we would like to ask all countries around the world, all peace loving friends, to give us a helping hand to push the invading presence of the Chinese Government from our seas. Your kind actions will not only be for Vietnam - a sovereign peace loving nation - but for peace in the world.

The Secretary-General of the United Nations
Division for Ocean Affairs and the Law of the Sea
This is a request for you to immediately take action to intervene in the dangerous situation developing in Vietnam’s Exclusive Economic Zone. The Chinese Government is violating international law by infringing upon the Exclusive Economic Zone (EEZ) of Viet Nam from May 1, 2014.
The Vietnamese Government has requested the Chinese withdraw their illegal oil rig and ships from Vietnamese national territory. However, the Chinese have ignored these requests. In doing so they have disregarded international law. In addition, they have escalated tensions by sending more armed ships to the area. These military units have intentionally collided with and caused severe damage to Vietnamese authorized ships within Viet Nam’s sovereign waters.
As the objectives of the UN and the United Nations Convention on the Law of the Sea is to maintain international peace and security, please take action and request the Chinese Government stop these perverse violations and immediately take their illegal drilling rig out of Vietnamese territory.
