Thế nào là tạp chí quốc tế ?
Cách đây vài tuần, chương trình tiếng Việt của Radio Australia có nhã ý hỏi tôi về sự ra đời của Tạp chí Apjcen (Asia Pacific Journal on Computational Engineering) do Gs Nguyễn Đăng Hưng làm tổng biên tập. Câu chuyện xoay quanh định nghĩa thế nào là “quốc tế”. Xin chia sẻ với các bạn vài ý kiến của tôi. Radio Australia: Xin cho phép gọi giáo sư bằng “Anh”. Anh là người làm khoa học, viết báo khoa học hiểu về điều này trong nước cũng như thế giới, xin anh cho biết thế nào là tạp chí quốc tế? Có phải tạp chí khoa học quốc tế phải có chỉ số ISI, ISSN, Scopus, trong khi đó tạp chí này mới ra lại gọi là Khoa học quốc tế đầu tiên liệu có đúng không?
NVT: Tôi nghĩ câu trả lời là đúng. Những cụm từ “tạp chí quốc tế” chỉ có nghĩa tương đối thôi. Nhiều tạp chí có chữ “international” trước tên nhưng không phải là tạp chí quốc tế, mà có khi là tạp chí dỏm của một nhóm thương gia nào đó ở bên China hay Phi châu. Không phải có chữ “international” trước tên mới gọi là “quốc tế”. Ngược lại, có rất nhiều tạp chí khoa học không có chữ “international” mà vẫn được công nhận là tạp chí quốc tế.
Thật ra, vấn đề không phải là quốc tế hay không quốc tế.
Cộng đồng khoa học phân định 2 loại tạp chí: loại có bình duyệt (tiếng Anh gọi là peer reviewed journals), và loại không có bình duyệt (non-peer reviewed journals).
Những tạp chí có bình duyệt còn được đánh giá theo các tiêu chuẩn như thành phần ban biên tập, nhà xuất bản, ngôn ngữ dùng, và nằm trong danh bạ của ISI hay Scopus. Một tạp chí quốc tế thường có các chuyên gia có tên tuổi trên thế giới đến từ nhiều quốc gia phục vụ trong ban biên tập. Tiếng Anh là ngôn ngữ chính trong khoa học ngày nay. Để có trong thư mục của ISI hay Scopus thì đòi hỏi thời gian.
Tạp chí mà anh đề cập có tên là “Asia Pacific Journal on Computational Engineering”. Nhìn vào ban biên tập chúng ta thấy có nhiều chuyên gia nổi tiếng trong chuyên ngành từ Anh, Pháp, Đức, Úc, China, v.v. Bản thân Gs Nguyễn Đăng Hưng cũng là một nhà khoa học tầm cỡ quốc tế. Tạp chí có bình duyệt nghiêm chỉnh, và dùng tiếng Anh làm ngôn ngữ chuyển tải. Nhà xuất bản Springer là nhà xuất bản uy tín. Tất cả những yếu tố đó cho thấy tạp chí Asia Pacific Journal on Computational Engineering có thể xem là một tạp chí khoa học quốc tế. Tất nhiên, chúng ta cũng phải chờ xem những người công bố nghiên cứu trên tạp chí đó là ai nữa mới có thể có cái nhìn chính xác hơn.
Radio Australia: Có phải xuất bản bằng tiếng Anh, hội đồng biên tập gồm các GS, TS nhiều quốc gia gọi là tạp chí quốc tế được không? Có gây sự hiểu lầm nào không?
NVT: Như đề cập trên, những tiêu chuẩn để xem là “quốc tế” bao gồm cơ chế bình duyệt, ban biên tập với thành viên từ nhiều nước, dùng tiếng Anh, v.v. Nhưng nhà xuất bản cũng quan trọng. Trong thực tế, có rất nhiều tạp chí gọi là quốc tế, nhưng thực chất chỉ là trò lừa đảo, vì chỉ cần một website là họ có thể lập một tạp chí quốc tế. Đã có nhiều người bị lừa đảo như thế. Cá nhân tôi tháng nào cũng nhận được thư mời tham gia ban biên tập, đóng góp bài vở, v.v. Mới hôm qua, nhóm Herbert gửi thư mời tôi tham gia ban biên tập một tạp chí về xương. Khi tôi xem ban biên tập gồm những ai, và quan trọng hơn là nhà xuất bản nào đứng đằng sau, thì tôi quyết định không tham gia.
Radio Australia: Một tờ tạp chí ra đời cần thời gian bao nhiêu để chứng minh để vào danh sách ISI, ISSN, Scopus? Trong điều kiện VN thì cần phải như thế nào?
NVT: Kinh nghiệm cá nhân tôi thời tham gia thành lập tạp chí Journal of Densitometry thì thời gian cần thiết là 2-3 năm để có trong danh mục của ISI. Trong thời gian đó, tạp chí phải chứng minh rằng bài công bố trên tạp chí được trích dẫn, ban biên tập gồm các thành viên quốc tế, có cơ chế bình duyệt nghiêm chỉnh, đáp ứng tiêu chuẩn về đạo đức khoa học, v.v. thì ISI sẽ xem xét công nhận. Mỗi năm ISI nhận nhiều đơn xin gia nhập, và họ xét theo những tiêu chí tôi vừa nêu. Mỗi năm cũng có tạp chí bị cho ra ngoài danh mục vì gian lận trong việc trích dẫn. Năm nay có hơn 40 tạp chí bị “đuổi” khỏi danh mục ISI vì vấn đề gian lận khoa học.
Radio Australia: Các tạp chí của VN đã có cái nào nằm trong danh sách ISI, ISSN, Scopus chưa (nghe nói có tạp chí Toán học đã vào Scopus) và cần như thế nào để được vào trong này?

AIMS & SCOPEThe Asia Pacific Journal on Computational Engineering(APJCEN) is an international multidisciplinary peer-reviewed publication devoted to disseminating research in and development of theoretical and applied mechanics. APJCEN will be a forum for researchers to present their original work and scholarly reviews of solid mechanics, fluid mechanics, structural mechanics, material modeling, multi-physics and thermodynamics with significant computational components. The journal will adopt a multidisciplinary approach to link physical, experimental, and mechanics as applied to the development of and practice in computational engineering. The journal is committed to providing comprehensive and innovative techniques in computational engineering.

The majority of the articles published in the journal are full-length articles with detailed contents. Comments on published papers may be submitted in the form of discussion, which is subject to a rebuttal by the author.

Data and materials releaseSubmission of a manuscript to Asia Pacific Journal on Computational Engineering implies that readily reproducible materials described in the manuscript, including all relevant raw data, will be freely available to any scientist wishing to use them for non-commercial purposes. Nucleic acid sequences, protein sequences, and atomic coordinates should be deposited in an appropriate database in time for the accession number to be included in the published article. In computational studies where the sequence information is unacceptable for inclusion in databases because of lack of experimental validation, the sequences must be published as an additional file with the article.
Any 'in press' articles cited within the references and necessary for the reviewers' assessment of the manuscript should be made available if requested by the editorial office.
Appeals and complaintsAuthors who wish to appeal a rejection or make a complaint should, in the first instance, contact the Editor-in-Chief who will provide details of the journal's complaints procedure.

AIMS & SCOPEThe Asia Pacific Journal on Computational Engineering(APJCEN) is an international multidisciplinary peer-reviewed publication devoted to disseminating research in and development of theoretical and applied mechanics. APJCEN will be a forum for researchers to present their original work and scholarly reviews of solid mechanics, fluid mechanics, structural mechanics, material modeling, multi-physics and thermodynamics with significant computational components. The journal will adopt a multidisciplinary approach to link physical, experimental, and mechanics as applied to the development of and practice in computational engineering. The journal is committed to providing comprehensive and innovative techniques in computational engineering.

The majority of the articles published in the journal are full-length articles with detailed contents. Comments on published papers may be submitted in the form of discussion, which is subject to a rebuttal by the author.

ARTICLE-PROCESSING CHARGESOpen access publishing is not without costs. Asia Pacific Journal on Computational Engineering therefore levies an article-processing charge of £850/$1310/€1000 for each article accepted for publication. We routinely waive charges for authors from low-income countries. Generally, if the submitting author's institution is a Member the cost of the article-processing charge is covered by the membership, and no further charge is payable. In the case of authors whose institutions areSupporter Members, however, a discounted article-processing charge is payable by the author. For further details, see ourarticle-processing charge page. A limited number of waivers for article-processing charges are also available at the editors' discretion, and authors wishing to apply for these waivers should contact the editors.

Portability of peer reviewIn order to support efficient and thorough peer review, we aim to reduce the number of times a manuscript is re-reviewed after rejection from Asia Pacific Journal on Computational Engineering, thereby speeding up the publication process and reducing the burden on peer reviewers. Therefore, please note that, if a manuscript is not accepted for publication in Asia Pacific Journal on Computational Engineering and the authors choose to submit a revised version to another SpringerOpen journal, we will pass the reviews on to the other journal's editors at the authors' request. EDITORIAL POLICIESAny manuscript, or substantial parts of it, submitted to the journal must not be under consideration by any other journal. In general, the manuscript should not have already been published in any journal or other citable form, although it may have been deposited on a preprint server. Data and materials releaseSubmission of a manuscript to Asia Pacific Journal on Computational Engineering implies that readily reproducible materials described in the manuscript, including all relevant raw data, will be freely available to any scientist wishing to use them for non-commercial purposes. Nucleic acid sequences, protein sequences, and atomic coordinates should be deposited in an appropriate database in time for the accession number to be included in the published article. In computational studies where the sequence information is unacceptable for inclusion in databases because of lack of experimental validation, the sequences must be published as an additional file with the article.
Any 'in press' articles cited within the references and necessary for the reviewers' assessment of the manuscript should be made available if requested by the editorial office.
Appeals and complaintsAuthors who wish to appeal a rejection or make a complaint should, in the first instance, contact the Editor-in-Chief who will provide details of the journal's complaints procedure.
Competing interestsAsia Pacific Journal on Computational Engineering requires authors to declare any competing financial or other interest in relation to their work. All competing interests that are declared will be listed at the end of published articles. Where an author gives no competing interests, the listing will read 'The author(s) declare that they have no competing interests'.
